we consider taxes as a useful instrument for developing the nation's wealth-fare. The policy that we are suggesting is a one that is aiming to enable this important cause, while minimizing the harm in the lower classes of the society.

By implementing this policy, we would be able to exclude the poor and middle classes out of this taxation, and to apply it only on those who would be less 'harmed' by it.
